WALNUT CREEK — A plan for major remodel and expansion of the 50-year-old Rossmoor Shopping Center was approved Wednesday night by the city’s Design Review Commission, and the work is expected to begin this fall, its owners say.

Existing anchor tenants Safeway, CVS Pharmacy and the Better Homes & Gardens real estate office have signed new long-term leases. The latter two will move into larger spaces, and Starbucks will open a new coffee store there, complete with a drive-through window. The bigger CVS will have a drive-in window, as well. There will be modifications of vehicle access and circulation within the center at 1938 Tice Valley Blvd., near the Rossmoor retirement community.

The work is expected to take approximately 15 months to complete, said center owners Tallen Capital Partners, LLC and Citivest Commercial, LLC.

The plans had already been approved by the Walnut Creek City Council and the city’s planning commission. Versions of these improvements had been discussed and planned for almost 10 years.
